(1) Based on the nature of the work in the service, the minimum educational qualifications required to perform the work and also the job specifications, there will be groups as per Schedule-1, which include positions of the same nature within the service.
(2) The service shall consist of the following categories:-

Gazetted

(a) Special Category,
(b) First class,
(c) Second Class,
(d) Third class. Gazetted
(a) First class,
(b) Second Class,
(c) Third Class,
(d) Category IV.

(3) There may be posts in the specific category of service as specified by the Government of Nepal.

(4) Category and categoryless posts in different groups will be as per schedule-2.

(5) Posts not grouped in any group will be as per schedule-2A.
